Under the Service Contract Act (AECOM), the government only reimburses contractors (AECOM) the minimum amount set in an SCA wage determination unless there is a Union contract requiring a higher rate of pay. This means there is no incentive for the company (AECOM) to give you a raise if you don’t have a union contract because the contractor, not the government, has to pay for it, that’s why you now earn the minimum amounts allowed under the law, because AECOM cannot recoup any wage increase so it could be years before you ever see a raise being non-union.
